Now, disputes over rent increases can be settled within a 90-day period. Througha network of 21 local Rent Review Offices, tenants and landlords will have the opportunity to work bgether with siRentRevieiv Administrator. • ' This Administrator may arrange meetings be-tween tenants and landlords, help them in obtaining and completing any necessary documentš, and generally, be available to provide free assistance on any asped of the rent review process. As well, each Rent Review Office will be pro-viding an on-going program of seminars and workšhops. These will be designed spedfically to educate tenants and landlords abput all parts of Rent Review. ExtensioB of Rent Review In the past, only those rental units built prior to 1976 were protected by rent review. The neivsijstm: 0 A flexible Rent Review Guideline is adjusted annualiy and is based on the change in eost of maintaining a typical well-iim rental building. 0 The Guideline calculates the average change in costs over the preceding three-yeai' period, protecting tenants froni the effeds of sudden jumps in inflation. NOTE: The .4%GtndeIine is in effect retroac-tive from July Ist, 1985 to Dec. 31st, 1986. The Guideline for 1987 will be announced within 30 days. mmmmmm^mm<mmmmmm The filingof an appHcation for rent review at a local Office will set in motion a simplified process. The Rent Review Administrator, using dear and concise niies, wll oversee the process from beginning to end. A most significant streamlining aspect for both parties is that landlords will be allowed a fixed amount for operatingcosts.The result: the elimi-riation of lengthy disputes between tenants and landlords over operating costs. Tb ensure easy access to Administrators, all , 21 Rent Review Offices in the province will be open ät hours convenient to the public. . The Rent Regiistry Under the previous system, it was not easy ., for a tenant to check whether the rent for their unit was legal. , The new system: ' . ® A computerized Rent Registry will record the maximuni legal rent which can be . charged for eveiy rental unit in the prov- ; ince. This information will be updated annualiy according to rent increases set by the new guideline. 0 Landlords of buildingis containing more than six rental units will file first, with landlords of small buildings filing later. .0 Those landlords required to register first W i l l file with the Registry the rent that was adually charged for every rental unit on JulyU985.. 0 Most landlords only be required to register onetinie. 0 Information from the Registry computers will be free of chai'ge and available to everyone by toll-free telephone. If a tenant or a landlord is dissatisfied'with the dedsion reached by the Administrator, an.appeal can be made to a new • Rent Re\qew Heai'ings Boai'd. No fees will be charged'for appeals. Maintenance Standards In the j)ast, rents could stiil go up even though building maintenance went down. The new system: \ ® A Residentiäl Rental Standards Board will establish fair standai*ds to ensure proper maintenance of rental units throughout • Ontaiio. ® Failure to meet these standai-ds may result in either suspension or forfeiture of rent increases. ] M Moraiation available The new Residentiäl Rent Regulation A d makes. major ehanges in the law affeding both tenants and landlords across the province.
