Heating is figured on a base rate
of less than 9 cents per square
yard of the apartment
Electricity is vvorth a second
look because of the vvay our
charges are heading skyvvards
Standard povver rate for
tenants and home ovvners in
USSR is 56 cents per kilovvatt
hour But if you use an electric
stove (not gas as most do in
USSR) they lovver your cost to
only 32 cents per KWH to bring
it nearer to their lovv gas
charges
Perhaps the most relaxing
thing about housing over there
is that charges never rise
Example: their wholesale(in-dustrial- )
charges for electricity
recently vvent up 50 percent
But the charge to consumers
rose not one kopeck
Take their total charges for
ali 'overhead' and 'maintenan-ce'
($2450 in a Co-O- p apart-ment)
You'11 realize that this
couldn't possibly cover actual
charges year after year Ansvver
is: their Socialist system picks
up the tab for housing upkeep to
the amount of 1 1 billion dollars
every year
The general principle runn-ing
ali through this is that
housing is not for making mo-ney
in their system It is re-gard- ed
as a publie service

They might decide to apply

or they might move to another
