Doer Madam Secretary:-
The War C h a r i t i e s Act ( Canada 1939) has made such stringent regulations
with regard to the r a i s i n g of funds f o r war purposes that t h i s l e t t e r i s sent to
inform the Women's I n s t i t u t e Branches of the proper procedure, l e s t , with the
best i n t e n t i o n s i n thp world, they may u n w i t t i n g l y be g u i l t y of a breach of t h is
Act. ^ I

In the f i r s t place the general p u b l i c cannot be approached for funds for
war purposes by any x>! rganization whatever unless i t i s r e g i s t e r e d under the Act
or holds a permit frop the P r o v i n c i a l Body.
The Alberta Women's I n s t i t u t e s Emergency War Fund has now been r e g i s t e r ed
by the A. W. I. Executive. Any Branch wishing to contribute to t h i s fund must ask
f o r e permit from the. A. W. I. P r e s i d e n t , Mrs. Wm. S t e n a r t T Peace River; and when
the c o n t r i b u t i o n i s sent to Mrs. H. J . Montgomery, Box 514, Wetaskiwin, i t must
be accompanied by assigned statement as t o how the money'was r a i s e d . For example
the statement might rpad, ( 1) ThiB money was taken from the I n s t i t u t e funds
r a i s e d p r i o r to the outbreak of war; ( 2) This money was'ralsed p r i v a t e l y by the
W. I. Members from t a l e n t money etc.; ( 3) This money was " r a i s e d by a p u b l i c entertainment
( state what k i n d ) . Details of r e c e i p t s and expenditures are attached.
These statements are necessary f o r the Government Inspectors.
For information, re A. W. I. Emergency War Fund, consult the new 1939 Convent
i o n Report, soon to be issued. The r e s o l u t i o n passed at the 1939 A . W . I . Convention
r e t h i s Fund with the o b j e c t i v e of $ 2000, w i l l be found recorded i n the
Minutes.
The seme rules apply to any other funds r a i s e d by W. I. Branches f o r Red
Cross and s i m i l a r purposes. Permits must be held from the Red Cross Headquarters
i n Calgary before an I n s t i t u t e can give a p u b l i c entertainment t o r a i s e funds for
the Red Cross.
I t i s hoped that tthe I n s t i t u t e s w i l l safeguard themselves by complying
f u l l y with the p r o v i s i o n s of the War C h a r i t i e s A c t.
